two officers in point of rank in the Department. To rectify this anomaly I have to recommend that the salary of Mr. Tse-T95n-tai

be increased to $660 per annum.

I have ascertained that no other cases have occurred

in which owing to the increases sanctioned under the scheme the salary of a Junior has been raised above that of a Senior

officer.

With reference to the 4th. paragraph of your despatch

under acknowledgment, I have to remark that the reason comparE-

tively few increases of salary were granted under your despatõh

No.332 of the 23rd. of December 1898, was that very few of

the lower paid Chinese employes, who in view of paragraph 6 of the Committee's report were considered to be those with salaries of less than $800 per aimu, were in the Service

in 1890.
